نفَّذ البرنامج الوطني لمكافحة التستر التجاري 4.501 جولة رقابية لمكافحة التستر بمختلف مناطق المملكة خلال شهر يونيو 2026م، استناداً إلى الدلالات ومؤشرات الاشتباه بالتستر.

وجرى خلال الجولات ضبط 104 حالات اشتباه أولية بالتستر، وإحالة المخالفين إلى الجهات المختصة للتحقق وتطبيق العقوبات الرادعة بحقهم.

عقوبات التستر

واستهدفت الجولات التحقق من امتثال المنشآت التجارية، وضبط جرائم ومخالفات نظام مكافحة التستر، وشملت أنشطة، أبرزها: النقل البري للبضائع، والإنشاءات العامة للمباني غير السكنية (مثل: المدارس والمستشفيات والفنادق وغيرها)، والبيع بالتجزئة للأجهزة الإلكترونية والكهربائية المنزلية، والبيع بالتجزئة للمعادن الثمينة والأحجار الكريمة، والمخازن العامة التي تضم مجموعة متنوعة من السلع.

وتشمل عقوبات نظام مكافحة التستر السجن لمدة تصل إلى 5 سنوات، وغرامة مالية تصل إلى 5 ملايين ريال، وحجز ومصادرة الأموال غير المشروعة بعد صدور أحكام قضائية نهائية ضد المتورطين، إضافةً إلى العقوبات التبعية المقررة نظاماً، وهي: إغلاق المنشأة، وتصفية النشاط، وشطب السجل التجاري، والمنع من مزاولة النشاط التجاري، واستيفاء الزكاة والرسوم والضرائب، والتشهير، وإبعاد المتستر عليهم عن المملكة وعدم السماح لهم بالعودة إليها للعمل.

The National Program for Combating Commercial Concealment conducted 4,501 inspection rounds to combat concealment in various regions of the Kingdom during June 2026, based on indicators and signs of suspected concealment.

During the rounds, 104 initial cases of suspected concealment were detected, and violators were referred to the relevant authorities for verification and the application of deterrent penalties against them.

Penalties for Concealment

The rounds aimed to verify the compliance of commercial establishments and to detect crimes and violations of the Anti-Concealment Law. The activities included, most notably: land transportation of goods, public construction of non-residential buildings (such as schools, hospitals, hotels, etc.), retail sale of electronic and household electrical appliances, retail sale of precious metals and gemstones, and general warehouses that contain a variety of goods.

The penalties under the Anti-Concealment Law include imprisonment for up to 5 years, a fine of up to 5 million riyals, and the seizure and confiscation of illegal funds after final judicial rulings against the involved parties, in addition to the legally prescribed ancillary penalties, which are: closure of the establishment, liquidation of the activity, cancellation of the commercial registration, prohibition from engaging in commercial activity, payment of zakat, fees, and taxes, defamation, and deportation of the concealed individuals from the Kingdom with a ban on their return to work.
