هل تفرض مصر رسوماً جمركية على السيارات الكهربائية المستوردة ؟

تدرس حكومة مصر فرض رسوم جمركية بنحو 5% على السيارات الكهربائية المستوردة بالكامل للمرة الأولى، بهدف حماية الصناعة المحلية وتشجيع المستثمرين على ضخ استثمارات جديدة في مجال تصنيع المركبات النظيفة داخل البلاد، وذلك بحسب 6 مصادر بينهم أربعة مسؤولين حكوميين تحدثوا لـ«الشرق بلومبيرغ» بشرط عدم نشر أسمائهم.

ويأتي هذا التوجه في ظل تمتع السيارات الكهربائية المستوردة بالكامل حالياً بإعفاء جمركي كامل بنسبة 0%، مع خضوعها لضريبة القيمة المضافة البالغة 14%، في وقت لا تزال مصر دون إنتاج أو تجميع فعلي لها.


محدودية الحوافز


وأرجع المسؤولون توجه الحكومة إلى فرض رسوم جديدة إلى محدودية الحوافز أمام الشركات للدخول في هذا النشاط، إذ تتحمل المصانع المحلية رسوماً جمركية بنحو 2% على مكونات الإنتاج المستوردة، إلى جانب ضريبة القيمة المضافة، بينما تدخل السيارات الجاهزة إلى السوق دون أعباء جمركية؛ ما جعل الاستيراد أكثر جاذبية من إنشاء خطوط تصنيع أو تجميع محلية. وأشار أحد المسؤولين إلى أن هذه الفجوة قللت من قدرة السوق على جذب استثمارات جديدة في قطاع السيارات الكهربائية، مع تفضيل الشركات الاعتماد على الواردات بدلاً من تحمل تكلفة التصنيع المحلي، وهو ما دفع الحكومة إلى دراسة فرض الرسوم المقترحة بهدف تحسين تنافسية الإنتاج المحلي وخلق حافز أمام المستثمرين لتوطين صناعة المركبات الكهربائية في مصر.

The Egyptian government is studying the imposition of customs duties of about 5% on fully imported electric vehicles for the first time, aiming to protect the local industry and encourage investors to inject new investments in the field of clean vehicle manufacturing within the country, according to six sources, including four government officials who spoke to "Asharq Bloomberg" on the condition of anonymity.

This move comes as fully imported electric vehicles currently enjoy a full customs exemption of 0%, while being subject to a value-added tax of 14%, at a time when Egypt still lacks actual production or assembly of these vehicles.


Limited Incentives


The officials attributed the government's move to impose new fees to the limited incentives for companies to enter this activity, as local factories bear customs duties of about 2% on imported production components, in addition to the value-added tax, while ready-made vehicles enter the market without customs burdens; making importation more attractive than establishing local manufacturing or assembly lines. One official noted that this gap has reduced the market's ability to attract new investments in the electric vehicle sector, with companies preferring to rely on imports rather than bear the costs of local manufacturing, which has prompted the government to consider imposing the proposed duties to improve the competitiveness of local production and create an incentive for investors to localize electric vehicle manufacturing in Egypt.
