Small business confidence in the United States declined in September, amid pressures from rising costs, interest rates, and difficulties in attracting qualified labor, as the National Federation of Independent Business index fell by 0.8 points to 97.9, dropping below its historical average of 98 over the past 52 years.

A report released by the federation today (Tuesday) revealed that the uncertainty index rose to 90 points, compared to its historical average of 68 points, indicating a continued cautious stance among business owners regarding economic conditions.

The survey results showed that the shortage of qualified labor topped the list of challenges facing small businesses for the third consecutive month, at 26%, an increase of 3 percentage points, while inflation ranked second at 20%, up 4 percentage points from August.

Expectations for economic improvement recorded a decline of 4 points to 6%, and the readiness of businesses to expand decreased by 5 points to 7%, while sales growth expectations rose by 3 points to 9%.

Bill Dunkelberg, the federation's chief economist, confirmed that small business owners are approaching their operational and investment decisions with caution, as they attempt to assess the impact of rising costs and interest rates, along with the difficulty of finding qualified employees for their business activities.
