أكدت رئيسة فريق دراسة «قياس أثر التشريعات والسياسات العامة في المملكة العربية السعودية ودورها في تحقيق أهداف التنمية المستدامة» الدكتورة نجلاء الحقيل، أهمية قياس الأثر الفعلي للتشريعات والسياسات العامة في رفع كفاءة القرارات الحكومية وتعزيز فاعليتها، بما يدعم تحقيق مستهدفات رؤية المملكة 2030 وأهداف التنمية المستدامة.

وأوضحت الحقيل، خلال استعراضها الدراسة أمام منتدى الرياض الاقتصادي، أن قياس أثر التشريعات والسياسات العامة يمثل إحدى الأدوات الحديثة لتطوير المنظومة التشريعية، وتعزيز مبادئ الشفافية، وتمكين صناع القرار من تبني سياسات تستند إلى الأدلة والشواهد والنتائج الفعلية.

وأشارت إلى أن الدراسة تستهدف تعزيز مواءمة التشريعات والسياسات العامة مع الأولويات التنموية للمملكة، والتحقق من مدى فاعليتها في تحقيق أهدافها، بما يسهم في تحسين جودة التشريعات ورفع كفاءة السياسات الحكومية، وترسيخ منهجية صنع القرار القائم على قياس الأثر والنتائج.

The head of the study team "Measuring the Impact of Legislation and Public Policies in the Kingdom of Saudi Arabia and Their Role in Achieving Sustainable Development Goals," Dr. Najla Al-Huqail, emphasized the importance of measuring the actual impact of legislation and public policies in enhancing the efficiency of government decisions and increasing their effectiveness, which supports the achievement of the targets of Vision 2030 and the sustainable development goals.

Al-Huqail explained, during her presentation of the study at the Riyadh Economic Forum, that measuring the impact of legislation and public policies represents one of the modern tools for developing the legislative system, enhancing the principles of transparency, and enabling decision-makers to adopt policies based on evidence, data, and actual results.

She pointed out that the study aims to enhance the alignment of legislation and public policies with the developmental priorities of the Kingdom and to verify their effectiveness in achieving their goals, contributing to improving the quality of legislation and increasing the efficiency of government policies, and establishing a methodology for decision-making based on impact measurement and results.
